Energy poverty response to COVID - 19 and energy cris i s in European NUTS 1 regions

The recent energy crisis and theprecedingCOVID-19 pandemicimpose danger on thewellbeing of the most vulnerable groups causing the spread of energy poverty across Europe.This study examines the level and dynamics of energy poverty in 2019, 2021 and 2022 focusingon macro-regions (NUTS1) in 23 European countries.The data is aggregated from the EUSurvey on Income and Living Conditions conducted with households in all EU countries.Following theMazziotta-Paretoapproach,we put forward a new comprehensive measure ofenergy povertycomprising severalnon-substitutable indicatorswith the possibility to conductintertemporal comparisons. To assess the variability within and between countries,latenthierarchical models arebuilt.Our results indicatethatin 2019-2022European regionsfaceddiverselevelsand dynamics ofenergy povertywithin countries.Bulgaria, Lithuania, Greece and Portugal experience thehardship the most. We note substantial regional variability and opposite dynamics in the caseRomania, Portugal, Italyand Greece, which calls for the mindful regional cohesion policy.While our models provide evidence of poverty convergence across regions, national policiesstill have to balance out regional disparities
